THE CASE FOR ECONOMIC ACTION AGAINST COMPANIES
THAT PROFIT FROM THE ISRAELI OCCUPATION
Introduction:
Two peoples live in the land between the Mediterranean Sea and the Jordan River. One group has freedom, mobility and control over natural resources. The other group has seen its freedom taken away, its mobility limited, its access to resources and farmland denied.
More than one million Palestinians have watched their homes confiscated or destroyed by Israel. Many live in refugee camps with their descendants, or as exiles in other countries. Israelis travel easily over 700 kilometers of segregated roads built inside Palestinian territory, while Palestinians wait in long, hot lines at checkpoints that separate their towns, impeding access to hospitals, schools and jobs.
The continued occupation of land seized by Israel from its neighbors in 1967 is illegal under international law, as are the settlements that now house more than 420,000 people on Palestinian land in the West Bank. These settlements and Israeli citizens take 83% of the Palestinians’ water supply, leaving them with desperate shortages. Israel is in violation of the Geneva Conventions, the Universal Declaration on Human Rights, and at least 35 UN Resolutions.
The Separation Wall being built inside Palestinian territory annexes 10% of the West Bank’s most fertile land to Israel. Israel has also announced its intention to keep the Jordan Valley, which comprises the eastern third of the West Bank. Portrayed as a sacrifice, Ehud Olmert’s “withdrawal” plan would retain these valuable areas and major settlements, leaving almost half of the West Bank under Israeli control. There will be nothing left for a Palestinian state except three isolated ghettos in the West Bank and one large walled prison in Gaza.
Israel’s actions toward the Palestinian people and the Lebanese people have been deemed “war crimes” by Amnesty International, Human Rights Watch and other respected groups. Using arms supplied largely by US companies, Israel killed more than 500 Palestinians and 1200 Lebanese during the first ten months of 2006. Most of these were civilians.
Israel represents one of the largest markets for US military products. According to the Arms Trade Resource Center in New York, “The bulk of Israel’s current arsenal is composed of equipment supplied under U.S. military aid programs.” Paid for by taxpayers, these weapons sustain the illegal occupation of Palestinian land. American companies and their investors also make tremendous profits from these sales.
For every finished weapon or system, there are scores of companies that manufacture component parts. In many cases, these subcontractors sit at the table with Israeli military procurement teams, discussing the specific requirements of the Israeli buyers for the finished product. Any company providing components or equipment to the Israeli military is supporting the agent of occupation.
Shareholders and consumers possess enormous economic leverage that can influence the behavior of companies, and ultimately change the policies of governments. When companies sell products to a country that consistently uses them to violate human rights, these groups have a responsibility to act.
Selective divestment, boycotts, and corporate engagement are not intended to harm the Israeli economy. Only a few companies listed here are Israeli. However, such actions can send a message to US and foreign companies that there is a significant cost to supporting Israel’s occupation. They can also help end a system that transfers money from US taxpayers into the pockets of corporations and political leaders using the conduit of Israel’s military procurement.
Congress approves billions of dollars each year for Israel, knowing full well that a large portion of these funds will flow back to their states in the form of contracts for military supplies. Corporations receiving these contracts then contribute to members of Congress. It is enormously profitable to these companies and politicians to keep Israel at war.
Israel’s military leaders profit as well. In a recent article, Israeli writer Yitzhak Laor stated, “Even while they are still serving, our generals become friendly with the US companies that sell arms to Israel; they then retire, loaded with money, and become corporate executives. The IDF is the biggest customer for everything and anything in Israel. In addition, our high-tech industries are staffed by a mixture of military and ex-military who work closely with the Western military complex…”
This system has had devastating consequences for Israeli society, with a quarter of the population living in poverty while their defense establishment prospers. It also discourages efforts toward peace.
In our religious organizations, our towns and our individual investment portfolios, we have become unwitting participants in this ethos of destruction. We have an opportunity to change it through economic action. It is hoped that this research will provide a framework for beginning.

ABIR TEXTILE INDUSTRIES is located in the Barkan Industrial Zone on occupied territory in the West Bank.
ACE AVIATION SERVICES has supplied spare ordinance parts to the Israeli Ministry of Defense for more than eight years.
ACE HARDWARE has stores in West Bank settlements on illegally occupied Palestinian land.
AHAVA AND AHAVA USA manufacture products made with ingredients from the Dead Sea. They violate US customs rules by declaring that their products are “Made in Israel” when they are really made in the occupied Palestinian territories in the settlement area of Mitzpe Shalem.
ALLIANT TECH SYSTEMS is engaged with an Israeli company in the production of rubber-coated bullets. Such bullets are frequently used against Palestinians as well as Israeli and international peace activists engaged in peaceful demonstrations to protest Israel's confiscation of Palestinian land in the occupied territories. Rubber bullets often blind, disfigure or kill those who are hit by them. Alliant is also engaged in other contracts that support the Israeli military, including fuses for cluster bombs and multiple launch rocket systems.
ALSTROM, a French company, has a
AMERICAN TECHNICAL CERAMICS sells electronic components called capacitators, which are used in radios, cellular systems, radar satellites and other high frequency communications devices, to Israel as part of the U.S. government's Foreign Military Financing Program.
AMERICAN TRUCK COMPANY, A DIVISION OF TEREX, currently possesses a $65 million dollar contract with Israel to provide tactical trucks and associated equipment, spare and repair parts.
AMIDA INDUSTRIES of South Carolina (owned by Terex) has been exporting mobile floodlight towers used by the Israeli Army and Air Force.
ANNISTON WINDUSTRIAL has supplied Israel with military items such as replacement parts, pumps, and water valves for the past five years through the U.S. Department of Defense.
AVIATION TECHNOLOGY GROUP has a joint strategic agreement with Israel Aircraft Industries for the design, development, and manufacture of a new combat training jet, called the Javeline AJT (Advanced Jet Trainer).
BACOU-DALLOZ has a division, Lase-R Shield, which sells laser safety eyewear to the Israeli Ministry of Defense.
BAE SYSTEMS manufactures a number of parts for Israeli F-16 fighter aircraft, which have been used against Palestinian civilians. These include navigation systems, HUDs (Head-Up Displays) and heat dissipaters.
BEAVER AEROSPACE AND DEFENSE, A DIVISION OF PHILLIPS SERVICE INDUSTRIES INC. produces precision ballscrews and actuators used in wing flap actuators for Israeli military aircraft.
BLOCKBUSTER has kiosks in illegal settlements on occupied Palestinian land.
BOEING has been a major supplier of the F-15 Eagle and the AH-64 Apache attack helicopter to Israel. These aircraft have been used to attack Palestinians in the Occupied Territories, resulting in many civilian casualties. Boeing makes missile systems, F-15 software, Apache Helicopters, and Joint Direct Attack Munitions (JDAM), a guided air-to-surface weapon.
BOSTON SCIENTIFIC owns 25% of the Israeli company Medinol, which operates out of the industrial zone of Har Ha-Hozvim, an illegally occupied area of East Jerusalem.
BOSTON SYSTEMATICS, a software development firm, has Foreign Military Sales contracts with Israel.
CARMEL AGREXCO (www.agrexco.com) is a 75% Israeli state owned company dealing with 70% of the exports of settler fresh produce from the West Bank.
CATERPILLAR supplies bulldozers to the Israeli Defense Forces (IDF). The IDF uses these to destroy Palestinian homes, orchards and olive groves in the Occupied Territories. They are also used to clear Palestinian land for illegal Israeli settlements, segregated roads and the “Separation Barrier.” Despite years of corporate engagement by investors, Caterpillar is expanding its role in the occupation, recently announcing a joint venture with InRobTech to develop unmanned remote-controlled bulldozers for Israel. CEMENT ROADSTONE HOLDINGS (CRH) is an Ireland based multinational. CRH benefits from a monopoly on cement production within Israel through its 25% holding in the Israeli group Mashav Initiating and Development Ltd., which is the holding company for Nesher Cement, Israel’s sole producer of cement. CRH has admitted that “in all probability” its cement is being used in the construction of the Separation Wall inside the West Bank, which the International Court of Justice has ruled illegal.
CIRCLE SEAL CORPORATION has been supplying Israel with electro mechanical motion switches, which are used in motion detecting bombs and other military hardware, for the past 15 years.
CLEAN EARTH TECHNOLOGIES is partnered with Elisra Electronic Systems LTD of Israel to upgrade the datalinks on up to 20,000 AGM-65 Maverick missiles.
CONCO INC. sells ammunition containers to the Israeli military.
CONTROP's electro optical scanning radar (Spider) is part of the observation system used in Israel’s separation wall.
The company is now known as Veolia Transport and is a unit of Paris-based Veolia Environnement.
DAEWOO INTERNATIONAL knowingly sells bulldozers and excavating drills to independent contractors who use them to destroy Palestinian homes in the occupied territories.
DATA DEVICE CORPORATION supplies electronic systems that help fly Apache attack helicopters, used by the IDF against Palestinians.
DETEKTION provides electronic surveillance equipment for use in the Israel's separation barrier being built on Palestinian land in the West Bank near Jerusalem. This section of the barrier cuts off 55,000 Palestinian residents of Jerusalem from the city where many of them were born. It will bring at least 30,000 illegal Jewish settlers from the West Bank into Jerusalem's municipal boundaries. It extends to the Jordan Valley, effectively cutting the West Bank in half.
DETROIT DIESEL has a $14 million contract for the export to Israel of technical data and defense services to upgrade 62 M106A2 self-propelled 107mm Mortars to the M1064A3 configuration.
DOMINO’S PIZZA has at least one franchise in the occupied territories in the French Hill section of East Jerusalem.
EAGLE PITCHER of Missouri has been selling high performance batteries for 15 years to the Israeli Air Force and space programs.
EASTMAN KODAK stores can be found in Israeli settlements on occupied Palestinian land.
EDEN SPRINGS, LTD. is located in the Katzrin industrial zone on the occupied Golan Heights. It bottles water from the Golan Heights "Avel Salukia" spring, which belongs to Syria.
ELBIT SYSTEMS is an Israeli company that makes the head-up display (HUD), helmet display, mission computer, presentation computer and digital map, elevators, ailerons, fuselage stabilizers, and doors. Its subsidiary group Soltam produces cannons, artillery, mortars, and ammunition.
ELISA ELECTRONIC SYSTEMS makes components for the new Sufa F-16 Israeli Air Force Jet, including a defense suit against radar locking, as well as radar-guided and heat-seeking missiles.
ELISRA GROUP subsidiaryTadiran Spectralink and its American partner, Global Communications Inc (GSI) of Hauppauge, New York, will furnish the IDF Signal Corps with equipment and facilities for the global communications backbone for all branches of the IDF Ground Forces.
EMC2, of Hopkinton, Massachusetts, handles disk storage for mission critical data storage, and sells to the Israeli Defense Ministry.
FABRIQUE NATIONALE holds a $1 million contract for 472 M240 7.62mm caliber machine guns and supporting equipment for the Israeli Armed Forces. M240s are produced in the United States by the US division of Fabrique Nationale (FN USA), a Belgian Company with historically deep ties to US arms procurement.
FIRST DERIVATIVE TRADERS has R&D operations in the illegal settlement of Efrat.
FMC CORPORATION produces M1064A3 mortars. Israeli military is upgrading its old mortars to this configuration. The US Defense Department announced a $14 million contract for the export to Israel of technical data and defense services to upgrade sixty-two (62) M106A2 self-propelled 107mm Mortars to the M1064A3 configuration. Presumably this would involve FMC.
FORTUNE INDUSTRIES of Texas has supplied Israel’s government with items including aerospace and military specification fasteners used to hold together parts on airplanes, missiles and ground support equipment.
GENERAL DYNAMICS Land Systems in the USA manufactures the GD 883 diesel engine for Israel’s Merkava 4 battle tanks. It has supplied about 1,000 M60A3 Main Battle Tanks to Israel. These tanks are frequently used against Palestinians in the occupied territories. It also produces equipment used on the F16 Fighting Falcon Jets sold to Israel. General Dynamics will be the general contractor for the production of 3,500 MK-84 "general purpose" bombs, spares and repair parts in a sale proposed by the Pentagon in April, 2007.
GENERAL ELECTRIC supplied the propulsion system for Israel's AH-64 Apache Assault Helicopter, which is used in Israeli attacks on Palestinian towns. It also possesses contracts with Israel to sell engines for a variety of military aircraft. In addition, GE possesses several Israeli service contracts for engineering support and testing to resolve readiness problems, maintain performance, redesign low reliability parts, and to forecast hardware wear-out rates.
GENERAL MOTORS sells passenger cars and trucks as well as military vehicles to Israel. The Israeli military buys products from GM's Hughes Electronics subsidiary.
GLOBECOMM SYSTEMS INC (GSI) (New York), in partnership with Tadiran Spectralink of the Elisra Group (Israel), has a contract to supply the IDF with equipment and facilities for communication between all branches of the IDF ground forces. The system includes mobile stations installed on HMMWV vehicles. These vehicles are used by the IDF in the occupied territories.
HICKLIN ENGINEERING of Iowa has sold Israel equipment used to test transmissions in military vehicles.
HONEYWELL has a contract for the manufacture, assembly, and repair of the H-764G Inertial Navigation System for various fixed wing and rotary aircraft used by the Israeli Defense Forces. These aircraft have been used in the illegal assassinations of hundreds of Palestinians, with frequent civilian casualties.
INROB TECH LTD is a certified supplier to the Israeli Air Force. It specializes in the planning and manufacturing of advanced wireless and remote control systems. In January it announced that it had delivered a remote control system for operating a Hummer HMMWV jeep to the Israeli Defense Forces (IDF), and expects to deliver more in the near future. InRob Tech has completed the sale of its first remotely controlled Caterpillar D9 bulldozer to Israel. These remote controlled vehicles are used for border operations, including “cleaning and clearing,” which often means uprooting trees and clearing land for the building of the Separation Wall.
INTEL CORPORATION has a large manufacturing facility in Kiryat Gat, built on the ruins of a former Arab Village which was taken by Israel from its inhabitants after the 1949 armistice agreement and in violation of that agreement. Many of the owners of this land live in refugee camps, awaiting the return assured them in UN Resolution 194.
ITT INDUSTRIES provides the Israeli Defense Forces with intensifier tubes for night vision goggles and battlefield communication radios. Night vision goggles are used by pilots, co-pilots and crew of fixed wing and rotary wing aircraft, especially helicopter crews. Battlefield communication radios allow the military to communicate with troops over a secure channel. This is precisely the kind of equipment used in military operations in the occupied territories. ITT Aerospace Controls sold military radios to the Israel Defense Forces.
JCB, a British firm, manufactures equipment used in the construction of Israel’s Separation Wall, built on Palestinian land and ruled illegal by the International Court of Justice.
KECO INDUSTRIES INC. of Kentucky has been selling air-conditioning units to the Israeli Air Force for 20 years.
KETER GROUP has a subsidiary, Lipski Plastic Industries Ltd., located in the Barkan Industrial Zone on occupied Palestinian land.
KOMATSU machines are being used to build new settlements in the occupied territories.
LASE-R SHIELD, A DIVISION OF BACOU-DALLOZ, sells laser safety eyewear to the Israeli Ministry of Defense. It can be used for military purposes.
LIMA HOLDING BV, a Dutch company, which operates in Israel under the Riwal brand name, provides mobile cranes for putting into place the up to 9-metres high concrete elements that make up the Wall.
LITTON SYSTEMS has been supplying the Israeli military and law enforcement agencies night vision equipment for more than 20 years.
LOCKHEED MARTIN is the single biggest overseas supplier for the Israeli armaments industry. It has received at least $4.4 billion since 1995 for supplying arms, including missile systems and fighter planes, to Israel and has many ongoing contracts, including manufacturing F-16I fighter bombers used by the IDF against Palestinians. Lockheed Martin Missile and Fire Control in Orlando, Florida produces the Hellfire missile system for Apache attack helicopters used by Israel against Palestinians. According to a military trade publication, Israel's main battle tank, the Merkava MK-4 is produced by the Lockheed Martin's Skunk Works Group.
M & W ZANDER was awarded a $31,676,996 firm-fixed-price contract for design and construction of military facilities within Israel, on May 18, 2004.
MAGAL SECURITY SYSTEMS is an Israeli company that is providing security equipment for building the separation wall.
MAGNAVOX sells defense communications equipment to Israel.
MCDONALD’S fired an Arabic-speaking employee for speaking Arabic at work. McDonald’s Israeli management demands that all McDonald’s Israeli employees speak Hebrew at work. Arabic, however, is an official language of Israel.
MCDONNELL DOUGLAS, now a wholly owned subsidiary of Boeing, sells aircraft to the Israeli Air Force. The company won a major contract to supply the Israeli Air Force with its next generation of fighters. The deal, to produce 21 F-15I Eagles-a version of the U.S. Air Force's F-15E, is worth $2 billion.”
MOTOROLA is engaged in a 400 million NIS ($93 million) project to provide radar systems for enhancing security at illegal West Bank settlements deep inside Palestinian territory. Motorola also has a $90-million contract to provide the Israeli army with an advanced "Mountain Rose" cell phone communications system. Its wholly owned subsidiary in Israel has a contract to develop encrypted wireless communications featuring vehicle-mounted antenna that will enable military use in the occupied territories and other remote areas.
NAPCO INTERNATIONAL sells components for Israeli military vehicles, such as tanks and armored personnel carriers. These vehicles have been used against civilians in the occupied territories. Napco is owned by JATA LLC.
NORTHROP GRUMMAN collaborates with Lockheed Martin in producing the Israeli F-16I Sufa (‘Storm') aircraft by providing the AN/APG-68 (V)9 multimode radar that adds a synthetic-aperture radar mode for high-resolution ground mapping. The F-16I is a heavily modified two seat version of the U.S. Air Force's F-16D Block 50/52-series fighter and 102 were ordered by Israel in 1997.
In partnership with Lockheed Martin, Northrop Grumman also produces the Longbow System which when installed in the Apache helicopter greatly enhances the Apache’s lethality. The Longbow system includes fire control radar and the Hellfire Missile. Apache Longbow attack helicopters have been sold to Israel.
OSHKOSH TRUCK CORPORATION supplies mobility tactical trucks to the Israeli Military. Israel also has a $145 million contract with Oshkosh Truck Corp to build more than 900 armor kits for the military's Medium Tactical Vehicles.
PETROLEUM HELICOPTER (PHIL, PHIK) has done work for the Israeli military and the Ministry of Defense. The company is located in Louisiana. PHI Common Stock is traded on NASDAQ (symbols PHII and PHIIK)
PHILLIPS SERVICE INDUSTRIES INC. (PSI), headquartered in Livonia, Michigan, is the parent company of Beaver Aerospace. Beaver precision ballscrews and actuators are used in wing flap actuators for Israeli military aircraft.
PIZZA HUT, a subsidiary of Yum! Brands, Inc, has stores in the settlements. They are reportedly owned by Alon Israel Oil Company, Ltd.
PRATT AND WHITNEY is owned by United Technologies (see below). The company provided Israel with nine F100-PW-229 engines and spare parts in 1997.
RADA ELECTRONICS provided the Israeli Ministry of Defense with video cameras used in tanks. Rada also makes ground debriefing systems for Israel’s Sufa Jet.
RAYTHEON is a major arms contractor to the IDF (Israeli Defense Forces). It supplies Patriot, Sparrow, Sidewinder, Maverick and TOW missiles. The Maverick is a precision, air-to-ground missile that is used against small mobile and hard targets. Missiles are frequently used against Palestinians in crowded residential areas such as refugee camps.
REILLY BENTON provided the marine insulation for the Israeli warship Saar-5, which was built in Mississippi.
REMAX is not a candidate for divestment because it is not a publicly traded company. However, it is selling property in East Jerusalem and the West Bank that has been illegally confiscated from Palestinians. ReMax aggressively markets the sale of such properties in Israel and abroad.
RIDGE INDUSTRIES in 2004 acquired the assets of Electro Design Manufacturing of Decatur, AL, an internationally recognized manufacturer of TOW 2 Missile Launchers and upgrade kits. In 2002 Israel purchased 2,030 TOW2 missiles from the United States. Ridge is the primary supplier of TOW support.
ROCKWELL INTERNATIONAL sells navigation and communications equipment to Israel’s military.
SDC INTERNATIONAL is in a joint venture with Terex Corporation (NYSE:TEX) and STV, known as the American Truck Company, to supply the Israeli Defense Forces with 315 Medium Tactical Trucks and associated support.
SILICON GRAPHICS (SGI) has a contract to provide Israeli Air Force F-15 pilots with visual system training. SGI’s system will also allow training using night vision goggles and sensors. Delivery, installation, program management and support will be provided through the SGI Global Professional Services organization.
SMITHS GROUP (UK) supplies missile triggering systems for Apache helicopters supplied to the IDF. Such missiles are frequently used against Palestinians in crowded residential areas.
TADIRAN SPECTRALINK (ELISRA GROUP) and its American partner, Global Communications Inc (GSI) of Hauppauge, New York, will furnish the IDF Signal Corps with equipment and facilities for the global communications backbone for all branches of the IDF Ground Forces.
TADIRAN COMMUNICATIONS LTD owns Tallahassee Communications Industries in Florida. Tadiran possesses an $18 million contract to supply a new satellite communications system to the Israel Defense Forces (IDF).Under this project, named "Seventh Heaven," Tadiran Spectralink and its American partner, Global Communications Inc (GSI) of Hauppauge, New York, will furnish the IDF Signal Corps with equipment and facilities for the global communications backbone for all branches of the IDF Ground Forces.
TEREX announced in January, 2004, that its American Truck Company subsidiary has signed an agreement worth $54 million to supply 302 medium tactical trucks and associated logistics support to the Israeli army.
UNILEVER has a majority interest in Beigel & Beigel that produces pretzels in the Barkan
industrial zone in the occupied West Bank.
UNITED TECHNOLOGIES sold 15 Sikorsky UH-60L Blackhawk helicopters to Israel in 1997. These Blackhawk helicopters have been used in Israeli attacks on Palestinian refugee camps and villages in which many civilians have been killed. Additional contracts for 25 helicopters were awarded in 2002. On February 1, 2001, Sikorsky announced a $211.8 million contract with the Israeli Air Force.
According to Air Force Technology website, “Israel, with the world's largest F-16 fleet outside the USAF, has ordered 110 F-16I aircraft, of which the first was delivered in December 2003. These aircraft have Pratt & Whitney F100-PW-229 engines…” F-16I fighter bombers have been used by the IDF against Palestinians.
VALERO MARKETING was awarded a $103,331,200 contract to supply fuel to the government of Israel.
VEOLIA ENVIRONNEMENT owns Connex, which is developing a light rail system to connect Jerusalem to the settlements on occupied land. (See CONNEX)
VOLVO bulldozers have been photographed and videotaped destroying Palestinian homes. They have also been used in Israel’s construction of the Separation Wall, which is on Palestinian land and has been declared illegal by the International Court of Justice. Volvo has also sold its heavy trucks directly to Israel. Heavy trucks are used in the building of illegal settlements and the separation wall built on occupied Palestinian land. Volvo trucks and Mack trucks owned and produced by Volvo have been photographed at the scene of agricultural and home demolitions.
WHITE MICROELECTRONICS is a manufacturer of memory and micro-processing products that are used by Israel in defense oriented programs and telecommunications.
YUM BRANDS INC. subsidiary Pizza Hut has stores in illegal settlements in the West Bank.

On Monday, Israel publicly confirmed plans to expand the already large settlement a few miles east of Jerusalem called Maale Adumim. In a community already housing 30,000 residents - not to mention a Blockbuster Video, Ace Hardware and other shops - Israel plans to build an additional 3,500 new housing units.

Alliant Techsystems Leads International Team To Produce Non-Lethal Ordnance Under $1.4 Million Army Contract

Alliant Techsystems (NYSE: ATK) said an international team led by its Defense Systems Group has been awarded a one-year, $1.4 million contract from the U.S. Army Armament Research,* Development, and Engineering Center (ARDEC), Picatinny Arsenal, N.J., to produce non-lethal, muzzle-launched ordnance for use in peacekeeping operations and military law enforcement. The contract includes options for three additional years of production, which if exercised could bring the total value to approximately $25 million.
Alliant is teamed with Israel Military Industries (IMI) Ltd.., Ramat Hasharon, Israel, on the program. Alliant will serve as the prime contractor and systems integrator and IMI Ltd. will manufacture the ordnance.
Developed independently by IMI Ltd. and designed in conjunction with riot crowd control experts, the muzzle-launched ordnance comes in a disposable container holding 15 rubber bullets that slips over any 5.56mm or 7.62mm rifle barrel equipped with a flash suppressor. The ordnance is fired using a non-lethal 5.56mm ballistic cartridge.
Don L. Sticinski, group vice president, Defense Systems, said the non- lethal muzzle-launched ordnance is intended for use in for controlling and limiting hostile crowd movement. Alliant Techsystems is a $1.1 billion aerospace and defense company with approximately 6,300 employees. “Blunt and penetrating injuries caused by rubber bullets during the Israeli-Arab conflict in October, 2000: a retrospective study
Background
Low-velocity rubber bullets were used by Israeli police to control riots by Israeli-Arabs in early October, 2000. We aimed to establish the factors that contribute to severity of blunt and penetrating injuries caused by these missiles.
Methods
We analysed medical records of 595 casualties admitted. We assessed relation of severity of injury to type of bullet, anatomical region of injury, and final outcome. Severity of injury was established by the abbreviated injury scale, and we calculated injury severity score.
Findings
151 males and one female (age range 11-59 years) were included in the study, in whom 201 proven injuries by rubber bullets were detected. Injuries were distributed randomly over the body surface and were mostly located in the limbs (n=73), but those to the head, neck, and face (61), chest (39), back (16), and abdomen (12) were also frequently noted. 93 (61%) patients had blunt injuries and 59 (39%) penetrating ones. Severity of injury was dependent on ballistic features of the bullet, firing range, and anatomic site of impact. Two casualties died after a penetrating ocular injury into the brain and one died as a result of postoperative aspiration after a knee injury.
Interpretation
Resistance of the body surface at the site of impact (elastic limit) is the important factor that ascertains whether a blunt or penetrating injury is inflicted and its severity. Inaccuracy of rubber bullets and improper aiming and range of use resulted in severe injury and death in a substantial number of people. This ammunition should therefore not be considered a safe method of crowd control...
Ballistic details
Rubber bullets used during the riots were of two types: RCC-95 this bullet is a blunt cylindrical missile composed of three metal cores that are coated by a hard rubber shell 0·2 cm thick with a diameter of 1·8 cm. The bullet is mounted in a special canister that fits on the muzzle of an US-manufactured M-16 assault rifle. Its weight is 48 g, with a muzzle velocity of 130 m/s and muzzle kinetic energy of 46 J/cm2. The missile dissociates into its three components after shooting. The recommended range of the missile is 40 70 m (table 1). A special propellant cartridge, which is mounted in a conventional canister, is used to propel the fired missiles. The bullets are recommended by the manufacturer (TAAS, Israel Military Industries) for selective control of individual rioters.

Rubber and rubber coated steel bullets
The numerous head and eye injuries related to rubber and rubber coated steel projectiles must be considered to reflect frequent misuse of these weapons, such as firing at a range of less than 40 meters and firing at the upper part of the body. Of 2,299 emergency ward visits recorded for the West Bank and East Jerusalem hospitals from September 29 to October 17, rubber bullets accounted for 40% of the injuries.. 21 of 25 gunshot wounds to the head reported through October 22 at Makassed Hospital in East Jerusalem were rubber bullet injuries. Of the 21 rubber bullet injuries to the head, 16 were penetrating.

The term 'rubber bullet' is misleading. 'Rubber bullets' cause a wide variety of ocular and periocular injuries. Orbital fractures are common. The tissues of the orbit are easily penetrated. If the globe is hit, it is rarely salvageable.

A study in this week's issue of THE LANCET* which highlights the injuries sustained by Arab demonstrators after clashes with Israeli forces in 2000 concludes that rubber bullets are not a safe form of ammunition for crowd control. Michael Krausz comments: "The need for authorities to control civil disturbances is well acknowledged. Techniques used by police forces to deter such activity must be effective and able to keep serious injuries to demonstrators to a minimum. We reported a substantial number of severe injuries and fatalities inflicted by use of rubber bullets when vulnerable upper-body regions such as the head, neck, and upper torso were struck. This type of ammunition should therefore not be considered a safe method of crowd control.

Since about 1993, Amida Industries has been exporting mobile floodlight towers used by the Israeli army and air force. Their first experience in Israel was “working with the power companies there and because everything is so integrated between the government, municipalities and military, and done on a project by project basis, business grew,” said International Sales Coordinator Regina Lark. Amida has had a local agent based in Israel for about 7 or 8 years. He provides sales support as well as training classes, technical and manual support, helps with warranty procedures and anything else needed to be done in Hebrew. Lark said that “having somebody in the country is a big plus.” The process of quoting, designing, working with the engineers, doing research, dealing with the Israeli Economic Mission in New York and corresponding with everyone else involved in negotiations takes more than a year. In addition, the actual manufacturing of the specially designed product takes 6-8 months. Israel to Expand Largest West Bank Settlement; Palestinians Object
Israel on Monday publicly confirmed plans to build 3,500 new housing units in the largest Jewish settlement in the West Bank, Maale Adumim. Palestinians angrily responded that such an action would violate the Middle East peace plan and would be a major obstacle to resolving bitter disputes over nearby Jerusalem. …..
The Maale Adumim settlement, with nearly 30,000 residents, a spacious shopping mall that includes Blockbuster Video and Ace Hardware, and streets lined with palm trees and flower beds in full bloom, already resembles a well-ordered suburb in the hills a few miles east of Jerusalem.
Residents welcomed the planned expansion as a natural development for the fast-growing settlement. ''This is very good news,'' said Roni Hai, 52, a taxi driver and a 20-year resident. ''We just keep getting bigger and bigger.'' ….
But Palestinians criticized the expansion plan disclosed Monday as a flagrant attempt to expand the Jewish presence in and around the traditionally Arab eastern parts of Jerusalem and to seal them off even further from Palestinian areas in the West Bank.
''If this is carried out, Israel will be dictating the outcome of negotiations on the future of Jerusalem before they even begin,'' said Saeb Erekat, the chief Palestinian negotiator with the Israelis…….
In practical terms, the expansion of Maale Adumim creates two major problems, say Palestinians and other critics of the Israeli plan. First, Palestinians living in East Jerusalem and nearby areas will be effectively boxed in, with no room to grow.
''This project may be one of the biggest obstacles to reaching a two-state solution,'' said Yariv Oppenheimer of Peace Now, an Israeli group that monitors settlements. ''This will cut off Jerusalem to the east with Jewish settlements.''
Also, an expanded Maale Adumim would serve as a barrier between the northern and southern parts of the West Bank. Palestinians traveling between the two parts would face a lengthy detour, though Israeli officials have hinted that they may build a bypass road.
…….Kinneret Eliyahu, 28, who runs a jewelry store at the settlement's shopping mall, was born in Maale Adumim. Her family was among the first settlers here and initially lacked electricity and running water.
''When I was growing up, this was a tiny place and there wasn't any entertainment,'' said Ms. Eliyahu, who had to commute to Jerusalem to attend high school. ''But now we have everything, and there's hardly any reason to leave.''

Boeing's Apache Longbow helicopter is the U.S. Army's most advanced attack helicopter. The Apaches are equipped with the Hellfire missile system, produced by Lockheed Martin Missiles & Fire Control in Orlando, Fla.
